OBC Life Member Malcolm Watson recently passed away and fellow Life Member Bill Freeth spoke about Malcolm's involvement in the development of Omaha Beach.

President's Report - Presented By Greg Stenbeck

At our recent planning meeting Mayor John Laws and councillors commented that the Omaha Residents Association is by far the best represented and best supported group of this type in Rodney, if not in the country. It was a real thrill that over 100 people turned up to this years planning session, a record number.

It was nice to hear such comments and to think that this is how the Council sees us. From our point of view the reason is clear, Omaha Beach is a special place to all of us who come here whether as holiday makers, weekenders or permanent residents. Support for the community is just so much stronger and with it the desire to see that the facilities and ambiance continue to improve.

A membership of 1110 allows us to speak for Omaha Beach with a united voice and our requests are taken very seriously as a result.
This is in comparison with many larger communities where initiatives are backed by a very small group and where there is little evidence of broad community support.

2006 has been a year of progress but not without the type of delays and frustrations that probably characterise the activities of organisations such as ours in dealings with local authorities.

In the December Newsletter we have reported on progress toward meeting the environment targets we set at the 2005 meeting and which were confirmed at the last Annual general Meeting. Our major issues at present include seeing the completion of the causeway walkway barriers and bridge clip-ons. We had pressed very hard to have this completed by the end of the year. While this will not happen we are confident the end is in sight.

The second outstanding is the tidying up of the LIM report issue that arose following the release of the Tonkin Taylor report. It is disappointing that we had to involve our solicitors in addition to the various engineering experts to compel the council to admit they were in error. The matter is covered fully in the December Newsletter.

The news about the planned Omaha Park development only reached us recently. We have asked our Councillors to keep us in the picture and expressed the view that our principal concern has to be the ability of the local infrastructure (particularly the roads) to cope with a virtual doubling of the population coming to this area.

During the year the committee, and I mention Peter Jackson particularly, have established contact with the various Council officers responsible for works at Omaha. I am sure that while projects have not been completed as quickly as we might have hoped they would have been further behind had it not been for the constant pressure we have brought to bear.

It was very satisfying to see the collection of recycling material moved to the same day as the normal rubbish collection, a sensible and long overdue outcome.

The accounts show that we have made a small loss for the year. This is entirely as a result of incurring some $5500 of legal costs on the LIM report issue. We believe it was necessary given the number of resident's initially affected but I have to say that had the council been more ready to discuss the issue and to consult with interested parties (as they had originally undertaken) it would not have been necessary. We have asked for a reimbursement of our costs but have had no response at time of writing.

The newsletter cost of production is now almost entirely covered by advertising revenue and we believe that the same will apply to the website. Please use the web when you need information on local services supplies or entertainment.

There were further one off costs with work to the Member Database and to the Website. We do not expect these costs will repeat in 2007 and recommend the present levy of $25 per property remain unchanged.

Lastly let me acknowledge the work done by the 2006 committee. This is a highly professional and motivated group who have spent considerable time and efforts on Residents matters.

Financial Report - Presented By Treasurer Kim Fisher

  • The Treasurer presented the 2006 Financial Report which included the Audited Financial Statements for the period ending 31/10/06 which had been published in the December 2006 Newsletter.
  • The Treasurer identified several one-off costs incurred in the 2006 year and a drop off in sponsorship revenue due to the previous years one-off Security Camera sponsorship. He also highlighted the record paid-up membership of 1,110 which represents 90% of Omaha Beach residents. Advertising revenue is covering the cost of producing the Newsletters and running the Website.
  • Acknowledgement of Paul Kiesanowski's contribution in Auditing the Financial Statements.

Motion: The 2006 Audited Financial Statements be adopted.

RDC Councillor Penny Webster

RDC Councillor Penny Webster addressed the meeting and highlighted the following:

  • All roads at Omaha Beach after crossing the causeway have a 50 kph speed limit.
  • The Bike Lane across the Causeway should be used by bikes traveling in both directions.
  • RDC have rejected the Omaha Park submission for a plan change to allow for a major Residential, Hotel and Golf Course development at the south end of Omaha.

Election Of Officers For 2007

There are 10 vacancies to be filled from nominations received in accordance with the OBC Constitution and 2 nominations to be made by OBRS.

The nominees from the Community were:

  • An unsigned nomination had been received from Maureen Travers

Club Reports

Omaha Beach Golf Club - Presented by President Murray Ward

I take pleasure in presenting this report summarising a successful year for the Omaha Beach Golf Club.

The year's focus has predominantly been on consolidation, with particular emphasis on course presentation, resolution of the on-going saga of the northern nine water supply, supplementing our cash flow with increased sponsorship and grants, and identifying a professional presence to our members, the community and the golfing fraternity at large.

During the year we appointed a new green's superintendent and spent over $140,000 upgrading our equipment. Both these moves have made a huge difference and we are very pleased with the positive feedback we have been receiving on the condition of the course. We are seeing the results in other ways as well through increased green fees and new members. As an example we now have 550 members (495 last year) and income for December 2006 was 50% above December 2005.

Water supply has been resolved by blending the existing Success Court supply of 3500 cubic metres with the lake water, providing a consistent water quality essential to maintain the northern nine.

A professional presence is now in place with our General Manager, Golf Director, new phone system and computerised scoring system. Special thanks to our administration team, who represent our club and facilities with professionalism and diligence.

You will have noticed that we have appointed a new Caterer, professionally qualified, to provide our members and visitors with a quality experience. Feedback to date has been very positive.

Looking forward, we are moving to develop the northern nine to the same style and standard as the southern nine. You will see the beginning of this in the first half of this year.

I would like to pay tribute to Omaha Beach Community Inc. Their support and assistance during 2006 has been immeasurable, providing us with an invaluable asset and organisation ensuring a strong voice at Council level.

The club is in good health with a very strong club spirit and looking forward to 2007.

Omaha Beach Bowling Club - Presented by Judy Crooks

The Club is small but active, and has recently won the Bowls North Harbour Mens C Grade Interclub. This was a great effort as we could not win D Grade last year. Victory was by a single point from Birkenhead, Mairangi Bay, Silverdale RSA and Takapuna.

Where are all the Omaha permanent residents? The majority of club members do not live permanently in Omaha and some live closer to other clubs, but our friendly atmosphere keeps them here. Our subs are comparatively low, with First Year Members paying only $40 and Full Members only $80 with no green fees and access to the green all year. There is a Casual Players sub of $40 for non-competitors. We play most competitions in mufti as we are a beach resort.

  • Friday Night Roll Ups. A good time to give bowls a go. No charge and bowls provided. Names in by 3.45pm.
  • Family Tournament Thursday 28th December. 1pm start. Any two but must be from different generations e.g. Aunt and Nephew, Grandfather and grandson's wife.
  • Under 20 Bowls. Tuesday 2nd January, 1pm start.

Omaha Beach Tennis Club - Presented by David Grieve

A comprehensive maintenance programme ensures the courts are always kept in great condition.

The cycle stands are now installed between the water tanks and Court 3. Parents, please ask your children to use them. Cycles are not to be left lying around and causing potential hazards.

The Tennis Fit programme, run by professionals, is very popular and has been fully subscribed for both events. It will be run again during mid-January 2007. Bookings will be essential and preference will be given to financial members. Please note that some tennis experience is necessary to participate. Visit the website for details.

Tennis racquets may be hired, and tubes of balls may be bought from the Golf Club Starters Office.

On 1 December 2006 the lock will change on the entrance to the courts. That means your existing keys will not work.

The annual subscription for 2006/07 is $70.00 from 1 December 2006, and reduces to $50.00 after Easter 2007. This is for the whole family. Should you lose your key during the year; a replacement can be bought for $12.00.

Check the register for accuracy and completeness of your details at the Omaha Golf Starters Office. A key will be exchanged for your payment.

New members can download a membership form from the website or fill in a form at the Omaha Golf Club Starters Office. A key will be exchanged for your payment.

Casual players pay $5.00 per hour per person at the Golf Starters Office. A refundable deposit will be collected for the key.

  • David Grieve sought Omaha residents to join the Tennis Club Committee and to assist in managing the courts.

    He also highlighted the need to spend $100,000 in maintaining the courts to their current high standard. $75,000 is required to replace the Astroturf surface with a further $25,000 required to replace the fencing which is starting to rust.

    The club currently has funds of $50,000 with a further $50,000 required to be raised.

Omaha Beach Surf Club - Presented by Dean Revell

The Annual General Meeting was held in July and the largest committee the club has had was elected with many new and enthusiastic members.

Sadly, shortly after, a very prominent and dedicated club captain Grant Vennell lost his battle with cancer. He put in a tremendous amount to the club and all the young guards who he guided. We will all miss him and his energy. In the void that Grant has left, the senior lifeguards have accepted the challenge of club captain and training the younger guards in Grant's example.

Labour Weekend was registration day and a great open day was organized by several of the new members which led to a huge increase in the club's membership. New members are always welcome, just come along to the club and see a lifeguard.

The guards are actively patrolling from Labour weekend until Easter 2007. Sat 11am till 4pm and Sun 11am till 5pm. PLEASE SWIM BETWEEN THE FLAGS as this is the area the guards are patrolling.

The beach bikes have recently been fitted with lights and sirens for use in emergencies when they are attending an urgent call.

Funding of the Surf Club remains a major challenge with $150,000 required annually. Traditional areas of funding through charitable trusts are becoming scarce and the Surf Club seeks the Communities support for their Annual Dinner Dance and Auction to be held on 6th January 2007.

Matakana Fire and Emergency Trust - Presented by Peter Turner

Our volunteer fire-fighters have worked hard in their first 15 months of operation, attending 88 callouts, 32 first-response medical, 34 fires, 7 motor vehicle accidents, 10 special service calls - horse rescue, storm damage, flooding etc and 5 false alarms. Although it has been cold and miserable through the winter, the fire-fighters have attended training sessions every Tuesday evening in the storage shed kindly made available by Adrienne Miller and they will be very relieved to be able to operate from a purpose-built fire station.

We are fortunate to have such community-spirited people willing to help us. Any trades people who are available to help with the building, please phone Peter Turner, 09-4227693.

We have sufficient funds to build the fire station. However, we have a shortfall of $75,000 to finish the car park and hardstand areas - work which needs to be completed while the summer is with us. We particularly mention the support we hope to receive from sales of The Matakana Patisserie Product Guide and Recipe Book (contact www.matakanapatisserie.co.nz) and the Carnival of Music Under the Stars at Matakana on the 17th February( for tickets contact Warkworth I site). The Appeal will benefit from sales of these two ventures.

Security - Chris Martin

  • There was an assault incident on New Years Eve adjacent to the Surf Club. Two offenders have been identified and an arrest is expected shortly.
  • Parental control of young children is becoming an issue with children walking the streets at night unaccompanied and driving golf carts on the road which is an illegal activity.
  • RDC have rejected the OBC proposal for funding to be made available to allow Insite Security to provide security patrols over the Christmas/New Year period.
  • The Surf Club is working with RDC to have the Car Park closed at night to reduce the undesirable activity that is taking place in this area.

Website - Peter Jackson

The Website is attracting a large amount of interest and is certainly promoting Omaha Beach. We have had 200,000 hits in the past year and 25,000 actual visits to the site.

General Business

  • Ron McMahon described RDC's performance in addressing issues/projects in 2006 as appalling. He referenced the significant increase in the Rabbit population, no progress on repairing the Sea Wall and the on-going saga of completing the Causeway Walkway Barrier and the Bridge Clip-on's.
    Penny Webster acknowledged issues in the areas identified by Ron however OBC have closed 21 of the 36 items agreed to at the 2005 Planning Forum
  • Don McLaren raised the issue of the increase in rabbits and the problem that existed with Jet skis speeding in the harbour. OBC is to approach the Harbour Master to have warning signs installed and for the area to be patrolled where feasible.
  • Omaha Park Development. - Penny Webster indicated that the developer's submission for a zoning change had a number of issues which concerned the Council and the application had been rejected.
  • Peter Turner questioned a potential increase in rates caused by Matakana and Point Wells sewerage being diverted to the Jones Road plant. Omaha Beach residents paid for the original plant and any future development should not have a rating impact on Omaha Beach. Penny Webster is to respond to this issue.
  • Fishermen are dropping crayfish pots in Omaha Bay which have the potential to attract sharks. OBC to address this issue with RDC.
  • A resident suggested that speed-bumps should be installed in Omaha Drive to reduce speed. This was rejected at the 2005 Planning Forum.
  • Residents believe plans have been developed for a Resort on the vacant land at the North end of Omaha. RDC are unaware of such plans and OBC will approach the land owner, Alistair Dryden, to ascertain his intentions.
  • Shops adjacent to the Surf Club - OBC understand that the developer has shelved plans for the shops. This was questioned from the floor and OBC is to confirm the status with the developer.
